Committees

INTERNAL COMMITTEES

Council has established a number of Advisory Committees that will consider specific items and make recommendations to Council.  The list of advisory Committees is attached.

COMMITTEE CHARTERS

Wentworth Shire Council Committee Charter
COUNCIL ROADS and ROAD SAFETY COMMITTEE
Effective from September 2017


COMMITTEE NAME:

The full name of the Committee is the Council Roads and Road Safety Committee.

The committee may be referred to as the Roads Committee.

COMMITTEE STATUS:

The Committee is an Advisory Committee to Council.

DELEGATIONS:

The Committee has not been provided with any delegations from Council.

The Committee is able to request that the General Manager (or his delegate) undertakes Committee related tasks that are within his delegations.

ROLE AND PURPOSE:

The role of this committee is:

To provide a consultative link between Council and internal and external stakeholders in relation to roads and road safety.

The purpose of the committee is:-

To consider reports and information provided by internal and external stakeholders in relation to:

  • Roads to Recovery
  • Possible funding opportunities
  • Asset updates
  • Road safety matters

MEMBERSHIP AND QUORUM:

The committee membership is at least 2 Councillors (and at least one alternate) nominated by Council. A quorum is achieved when the two Councillors (delegates or nominated alternates) are
present.

MEETING FREQUENCY:

The Committee meets at least quarterly, as required.

REPORTING OFFICER:

The Director Roads and Engineering is deemed to be Reporting Officer for this committee. The minutes of the committee will be included in the Council Business Papers as an attachment to the Officer’s Report.

REVIEW:

The Committee Charter and membership is reviewed at the Statutory meeting of Council which is held each September.

Wentworth Shire Council Committee Charter
INTERNAL AUDIT AND RISK MANAGEMENT COMMITTEE
Effective from October 2016


COMMITTEE NAME:

The full name of the Committee is the Wentworth Shire Council Internal Audit and Risk Management Committee.

The committee may be referred to as the Internal Audit Committee.

COMMITTEE STATUS:

For the purpose of the Local Government Act 1993 and Local Government Act (General) Regulation 2005 this committee is not a “Committee of the Council”.

The Committee is an internal advisory committee only.

The Committee consists of Councillors who are voting members and staff who are non-voting members.

DELEGATIONS:

The Committee is able to make recommendations to Council. The Committee is able to request that the General Manager undertakes tasks that are within his delegations.

ROLE AND PURPOSE:

  • To provide independent assurance over the management of internal controls and the risk management framework of the

The purpose of the committee is:-

  • To make appropriate recommendations to Council regarding the quarterly review of financial information .
  • To develop and monitor the Internal Audit & Risk Management Strategic Business

MEMBERSHIP AND QUORUM:

The committee membership comprises voting members, as nominated by Council and non-voting staff members. A quorum is achieved when 2 voting members are present.

MEETING FREQUENCY:

The Committee meets at least quarterly, as required.

REPORTING OFFICER:

The Director Finance and Policy is deemed to be Reporting Officer for this committee. The minutes of the committee will be included in the Council Business Papers as an attachment to the Officer’s Report.

REPORTS:

Council staff will prepare reports for each Committee Meeting.

AGENDA:

The agenda will be distributed to Committee Members 3 clear working days prior to the meeting.

MINUTES:

Minutes of each meeting are reported to Council. The Reporting Officer is responsible for preparing the report to Council and attaching the minutes of the meeting to that report.

Minutes of the committee are made available to the public via the Council business papers.
