Protocols for people wishing to address Council


Protocol for people wishing to address Council in relation to a specific item on the agenda at the meeting:

  • Must notify the Office of the General Manager in writing (or via email) at least two (2) days prior to the meeting, of their request to address Council.

  • Must clearly state the item number in the agenda that they wish to address.

  • Must advise who will be attending.

  • Will be allowed a maximum of five (5) minutes only, and must provide an electronic copy of any presentation that is to be made, by 9am on the day prior to the meeting.

  • The Office of the General Manager will provide email confirmation of attendance and an approximate time for attendance. 


People wishing to ask a question of Council:

  • Must make a formal request, either in writing or via email, at least one week prior to the meeting.

  • The request to address Council must specify the topic and question(s) to be asked of Council.

  • Must advise who will be addressing Council.

  • Any one individual will be allowed a maximum of two (2) minutes at any one meeting.

  • The Office of the General Manager will provide email confirmation of attendance and an approximate time for attendance. 


People or Organisations wishing to make a presentation to Council:

  • Council may, at its discretion, request a person or organisation to make a presentation at the Council meeting. 

  • Where a person or organisation is making the request, that request is to be made either in writing, or via email, at least two weeks prior to the meeting.

  • All presenters must:

    •  Advise who will be attending the meeting and who will be making the presentation.

    • Provide an electronic copy of the presentation to the Office of the General Manager by 9am on the day prior to the meeting.

  • Presentations are to be for a maximum of 10 minutes, unless otherwise agreed to.

  • The Office of the General Manager will provide email confirmation of attendance and an approximate time for attendance.
